Cyber attacks are becoming more sophisticated and faster-moving. Sometimes you notice suspicious signals but do not know whether other organisations are observing the same. That makes it difficult to assess risk or respond quickly. As a Cyclotron partner, you are not on your own. You work with other organisations that have extensive experience in cyber security. By securely sharing and analysing threat information, you can act faster, better protect your organisation, and contribute to a digitally resilient Netherlands.

What is Cyclotron and who is it for?

Cyclotron is a collaboration between public and private parties. Together, we share and use up-to-date threat information. This helps to map cyber threats more accurately and quickly, identify patterns sooner, and respond at an earlier stage.

Cyclotron is intended for organisations with substantial cyber security experience — for example, security teams that collect, monitor, and analyse threat signals themselves, wish to collaborate with other expert parties, and want to be part of a trusted network of organisations. The programme forms part of the Netherlands Cyber Security Strategy 2022–2028.

Learn from each other and strengthen your capability

If your organisation participates, you gain access to information and insights from other experienced parties. This helps you recognise more quickly whether a suspicious activity is part of a broader pattern. Your team learns from real-world examples and can determine faster which actions are required.

Participation also means sharing your own insights. You handle confidential data with care, adhere to joint agreements, and contribute ideas on how the collaboration should develop. It is not simply a matter of receiving; it is about becoming stronger together.

  • gain faster insight into new threats
  • can take action earlier during incidents
  • have direct contact with other security professionals
  • strengthen your detection and response capability

You are not on your own; you are part of a network that supports and reinforces one another.

Participate or have questions?

Joining Cyclotron requires that all parties have acceded to the collaboration agreement (convenant). The agreement sets out the purpose of the collaboration, the arrangements between parties, and the joint activities to be undertaken, including the production of joint analyses.

The accession process is as follows:

  • After contacting us by email, you will receive a joining form. Complete the form, have it signed by an authorised signatory, and return it to us. It is important that you demonstrate in the form that: 
    1. your organisation (by virtue of its task or services) possesses relevant cyber threat and incident information, or expertise in the field of cyber security; and
    2. your organisation is established in the Netherlands or performs its tasks or services on Dutch territory.
  • Your request will be assessed against the above criteria. If necessary, we will contact you for additional information.
  • Following deliberation by the current participants, the governance board of the Cyclotron collaboration will decide on your accession.

Please note that this process takes a minimum of four weeks. While the accession process is ongoing, the prospective party may take part in exploratory activities relating to a use case or attend publicly accessible events. The prospective party may not yet actively participate in activities such as establishing technical facilities for data sharing, data sharing itself, or data analysis.
