International network
International cooperation is built on mutual trust and knowledge sharing. The NCSC actively shares threat intelligence and lessons learned with partners within and beyond Europe. In return, we receive valuable insights into new attack techniques, vulnerabilities, and trends. This enables organisations in the Netherlands to anticipate developments before they have an impact here.
European and global cooperation
Within Europe, the NCSC works closely with national CSIRTs of other Member States. Beyond Europe, the NCSC maintains strategic relationships with cybersecurity organisations worldwide. By actively participating in the international stage, the Netherlands contributes to secure digital infrastructure globally. Foreign partners, public and private, work towards the same objective: strengthening the digital resilience of their constituencies.
What does this mean for your organisation?
- Threats that are already visible elsewhere are identified in time.
- Lessons learned from incidents abroad help prevent your organisation from falling victim to similar attacks.
- International cooperation gives you access to threat intelligence that extends beyond the Netherlands alone.
European Union Agency for Cybersecurity (ENISA)
ENISA strengthens cybersecurity across the European Union and supports the implementation of EU policies and legislation. The NCSC is an active member of ENISA's Management Board, which sets the agency's priorities. In addition, the NCSC serves as the National Liaison Officer, acting as ENISA's first point of contact in the Netherlands.
EU CSIRTs Network
A platform where European CSIRTs exchange information and knowledge about cybersecurity incidents and build mutual trust. Members jointly handle incidents with cross‑border impact, enabling a coordinated European response to large‑scale incidents.

European Government CERTs Group (EGC)
An operational group focused on the technical side of incident response. The EGC consists of government CERTs from European countries that informally share knowledge and expertise on the technical aspects of cyber incidents.
TF-CSIRT
A task force that promotes and coordinates cooperation between CSIRTs in Europe and neighboring countries. TF‑CSIRT provides a platform for collaboration and maintains a registration system.
Global Forum on Cyber Expertise (GFCE)
A global platform where countries, international organisations, and companies share best practices and expertise. Within this framework, the NCSC collaborates with various Dutch ministries. Public and private partners within the GFCE develop practical initiatives to strengthen cyber capacity worldwide.
Forum of Incident Response and Security Teams (FIRST)
A global network established to address complex cybersecurity challenges at a global scale. The NCSC is an active member and participates in Special Interest Groups on topics such as the Traffic Light Protocol and Coordinated Vulnerability Disclosure. This enables good practices to be shared and knowledge to be exchanged among international partners. Are you a CSIRT interested in joining?
