Starting a collaboration

Cyber threats do not stop at sector boundaries. By sharing knowledge and information across sectors, we gain a broader picture and enable faster recovery when something goes wrong. Partnerships that inform other organisations or the public about cybersecurity can, under certain conditions, collaborate with the NCSC to strengthen the digital resilience of connected organisations.

For your partnership, this means access to NCSC threat intelligence and analyses, connection with other partnerships facing similar challenges, and a contribution to a more complete picture of cybersecurity in the Netherlands. For connected organisations, it results in faster warnings about relevant threats and shared knowledge that strengthens their resilience.

When is collaboration possible?

Under the Network and Information Systems Security Act known in Dutch as the Wbni), the NCSC may share information with:

  • Partnerships whose task is objectively ascertainable as informing other organisations or the public.
  • European national CSIRTs.
  • Computer Emergency Response Teams (CERTs) or CSIRTs designated by ministerial regulation.
  • Providers of internet access who wish to inform their users.

To determine whether your partnership can receive confidential information, an assessment is made on:

  • Mandate Does your partnership have the task of informing other organisations or the public about cybersecurity threats and incidents, or is your organisation a computer emergency response team that provides assistance?
  • Confidentiality Can your organisation ensure the confidentiality of the information it receives?
  • Lawful processing Do you process received data lawfully under the AVG and only for the purpose for which you receive it?

For computer emergency response teams, an additional requirement applies: they must support an entire sector or a broader constituency.
